Meta CEO Mark Zuckerberg has argued that artificial intelligence companies already have strong reasons to develop their systems safely, placing him at odds with recent calls from other technology leaders for a coordinated slowdown in AI development. His comments come as the industry continues to debate how quickly increasingly capable AI systems should be developed and what safeguards should accompany that progress.
Zuckerberg said competition between AI companies, combined with the potential legal and financial consequences of deploying unsafe systems, gives individual laboratories sufficient motivation to take responsibility for safety. Rather than supporting a broad industry agreement to slow development, he suggested that each company can make its own decisions about how quickly it should advance while maintaining appropriate safeguards.
The debate has become increasingly prominent as AI systems move beyond traditional chatbots and into more autonomous applications. Newer AI agents are being designed to perform tasks with greater independence, raising questions about how much control developers should retain over systems capable of planning, making decisions and interacting with digital environments. These developments have also renewed discussions about alignment, the process of ensuring that AI systems behave consistently with human intentions and safety requirements.

Zuckerberg said every AI laboratory has both the responsibility and the incentive to develop models at a pace that allows them to be trained safely. He also argued that companies have the ability to take independent measures when they believe additional precautions are necessary.
The Meta chief’s position follows a recent warning from Anthropic CEO Dario Amodei, who called on AI companies to reduce the speed at which they improve increasingly capable models. Amodei’s comments followed warnings from several researchers about the possibility that rapidly advancing AI could create risks that are difficult to manage once systems become significantly more autonomous or capable.
OpenAI CEO Sam Altman and xAI CEO Elon Musk publicly supported Amodei’s call soon afterward, highlighting a growing difference of opinion among prominent technology executives. While some leaders have emphasized the need for collective action, Zuckerberg’s comments suggest that Meta views company-level responsibility and market incentives as an important part of the safety equation.
The disagreement reflects a broader challenge for the AI industry. Companies are competing intensely to develop more capable models, while governments, researchers and the public are simultaneously asking whether existing safeguards are sufficient. A slowdown could potentially give researchers and regulators more time to evaluate new systems, but companies also face pressure to continue improving their products as competitors move forward.
The issue has also become part of a wider discussion in the United States about regulation. President Donald Trump recently played down concerns about potential harms from AI and argued that the country already has safeguards for the technology. He also warned that excessive restrictions could weaken the United States in its competition with China.
That concern about international competition is shared by some technology executives. Nvidia CEO Jensen Huang has also expressed the view that regulations could affect the ability of American companies to compete with Chinese technology firms. The debate therefore involves more than questions about technical safety. It also touches on economic growth, national competitiveness, investment and the future development of advanced computing infrastructure.
Zuckerberg emphasized that safety and trust could themselves become competitive advantages as AI agents become more widespread. “Trust and alignment are quickly becoming the most important capabilities that will differentiate agents and models,” Zuckerberg said Tuesday. “Any lab that doesn’t focus on alignment will fall behind.”
The argument is straightforward from a business perspective. If an AI system causes significant damage, the company behind it could face legal claims, financial losses and reputational consequences. Zuckerberg said these risks create a powerful incentive for laboratories to identify and reduce dangerous behavior before releasing new systems.
Meta has also pointed to its own decisions as an example of this approach. Zuckerberg said the company delayed the release of its Muse AI agent earlier this year so that it could strengthen the system’s security. He presented the decision as an example of a company taking action without waiting for the rest of the industry to adopt the same policy.
“We didn’t call for everyone else to do this before we would. We just did it as part of our day-to-day work because it was clearly the right thing for people and for us,” he said.
The example illustrates an important difference between voluntary safety measures and industry-wide agreements. A company can independently delay a product, increase testing or introduce additional safeguards, but competitors may make different choices. That creates an ongoing question about whether market incentives alone are enough when companies are simultaneously competing to release more powerful technology.
