Bitcoin Rally Faces a Critical Test From the Federal Reserve and U.S. Crypto Legislation

Bitcoin has entered late summer with renewed momentum after months of pressure, but the cryptocurrency’s recovery is now approaching two major tests: the Federal Reserve’s monetary policy decision and the U.S. Congress’s efforts to advance new crypto legislation. After spending much of the year under pressure, Bitcoin’s recent rise has encouraged investors who believe the market may finally be moving beyond its weakest phase.

The world’s largest cryptocurrency had struggled for months, falling to levels around $60,000 before beginning a recovery in late August. Bitcoin moved above $70,000 as Treasury yields temporarily eased and sentiment across financial markets improved. The rebound represented a significant shift from the heavy selling that followed its record high above $126,000 in October 2025.

The recovery, however, has not erased the risks surrounding the asset. Bitcoin remains highly sensitive to changes in interest rates, bond yields, investor confidence and global economic conditions. The cryptocurrency is also facing uncertainty over the direction of U.S. regulation, making the coming days particularly important for traders trying to determine whether the latest rally can develop into a sustained recovery.

Options market activity suggests that some investors are becoming increasingly optimistic. According to data from Derive.xyz, the Bitcoin options market recently turned bullish for the first time in roughly a year. Traders have increasingly positioned themselves for prices to reach $80,000 or higher by December, reflecting growing expectations that Bitcoin could continue its recovery through the end of the year.

That optimism comes despite a backdrop that remains complicated. Geopolitical tensions in the Middle East continue to create uncertainty across global markets, while expectations surrounding major U.S. crypto legislation have weakened. At the same time, inflation has remained stubbornly elevated, increasing the possibility of tighter monetary policy.

The Federal Reserve therefore represents one of the biggest immediate challenges for Bitcoin. Traders have been assigning an 85% probability to a rate increase at the Federal Reserve’s upcoming meeting following stronger-than-expected inflation data. Higher interest rates can place pressure on risk-sensitive assets because investors may become more attracted to relatively safer income-producing investments.

Bond yields are another important factor. Longer-term U.S. Treasury yields have moved close to 5%, increasing competition for investment capital. When government bonds offer higher returns, speculative assets such as cryptocurrencies can become less attractive to some investors. Bitcoin’s ability to maintain its recent gains while yields remain elevated could therefore provide an important indication of the strength behind its recovery.

Matthew Dibb, chief operating officer of Singapore-based crypto investment manager Stack Funds, said, “BTC was in oversold territory for some time,” while also warning that “Short-term traders are looking towards inflation figures and rate rises as short term threats.”

The comments highlight the unusual position Bitcoin currently occupies. The cryptocurrency may have recovered from heavily oversold conditions, but short-term traders remain focused on macroeconomic developments. A strong inflation reading or a more aggressive stance from the Federal Reserve could quickly change market sentiment.

Options traders, meanwhile, are providing a more optimistic signal. One closely watched measure is the 25-delta skew, which compares demand for bullish call options with demand for protective put options. Sean Dawson, head of research at Derive.xyz, said the measure turned positive on August 20. According to Dawson, this indicates that investors are paying a premium for upside call options.

The shift is significant because options positioning can provide an indication of how professional traders are preparing for future price movements. When demand for call options increases relative to puts, it can suggest that market participants are becoming more willing to position themselves for gains. It does not guarantee that prices will rise, but it can reveal a change in expectations.

Bitcoin’s recovery also needs to be viewed against the scale of its previous decline. The cryptocurrency fell roughly 50% from its October 2025 record above $126,000. Although a move beyond $70,000 represents a meaningful recovery from the lows, Bitcoin remains well below its previous peak.

That gap may be encouraging for some investors while serving as a reminder of the risks involved. A return to $80,000 would still leave Bitcoin significantly below its record level, meaning the current rally could be interpreted either as the beginning of a broader recovery or simply a rebound following an extended decline.

The political side of the cryptocurrency market adds another layer of uncertainty. The U.S. Senate is preparing for a procedural vote on the Clarity Act, legislation that could have major implications for the structure and regulation of the digital asset industry. Clearer rules could potentially encourage wider participation by businesses and financial institutions, while delays or political resistance could weigh on market expectations.

The timing of the Senate vote is particularly important because regulatory developments can influence investor confidence even before a law is finalized. For an industry that has spent years dealing with uncertainty over how digital assets should be classified and supervised, legislation offering greater clarity could become an important catalyst for adoption.
